15min Rangebound or fib-pullback?

Hi All,

Can anyone please clarify for me the defenition "on the move"?  As im currently looking at the gbpjpy on the 15min timeframe, waiting for a days high to low fib retracement. 

However, i can see a lower high and higher low within the previous swing high and low on the 15min TF.  Please see "attached" picture.  The problem is the "on the move" defenition of this isnt clear.  What does "on the move" mean?

Is this valid as being rangebound or not?
